Mizoram Makes History: Becomes India’s First Fully Literate State
While many major Indian states continue to strive for full literacy, the northeastern state of Mizoram has achieved a historic milestone. This beautiful state now proudly stands as India’s first fully literate state, boasting a remarkable literacy rate of 98.2%. The Ministry of Education has a benchmark of 95% for full literacy. The announcement was made by the Chief Minister Lalduhoma on 20th May 2025, during a ceremony at Mizoram University in Aizawal.
The event was attended by several renowned faces of the Parliament. The Guests of Honour at the event were Jayant Chaudhary, Union Minister of State for Education, Skill Development & Entrepreneurship, and Dr Vanlalthlana, Education Minister of Mizoram.
“This is not merely a statistic but a testament to the discipline, determination, and vision of our people,” said CM Lalduhoma in the ceremony. Jayant Chaudhary also addressed the inclusive approach taken by the state towards education.
The state’s success is largely attributed to the implementation of the Understanding of Lifelong Learning for All in Society (ULLAS) initiative, also known as the New India Literacy Programme (NILP). Under the program, a survey was conducted in 2023, and 3000+ non-illiterate individuals were identified above the age of 15. Out of these, over 1000 learners were enrolled and were guided by dedicated volunteer teachers, including students, educators, and resource persons.
The community-driven approach reflects the cultural ethos of Mizoram, “Tlawmngaihna, which emphasises selflessness and altruism. At the 2011 census, the literacy rate of the state was 91.33%. Overall, the literacy journey of Mizoram has been progressive over the years.
Chief Minister Lalduhoma emphasised that this achievement marks the beginning of a new era of empowerment, encouraging citizens to pursue digital and financial literacy and entrepreneurship.
